RISC Program Expands Coverage in Miami-Dade County!
The District Six Intelligent Transportation Systems (ITS) Program recently expanded its Rapid Incident Scene Clearance (RISC) contract to include more roadways in the program's incident clearance efforts. Two arterial roadways, S.R. 997/Krome Avenue (from U.S. 27 to S.W. 88 Street) and U.S. 27/Okeechobee Road (from S.R. 826 to the Miami-Dade/Broward County line), and one limited-access facility, the MacArthur Causeway, were selected to be part of the new contract. Aside from the additional roadway coverage, the new contract includes three RISC contractors instead of one, to increase regional response efforts. The changes became effective December 31, 2011.
The newly enhanced RISC Contract comes as a result of our on-going coordination with our TIM partners after a need for its expansion was identified. It is being launched as a pilot program in Miami-Dade County, and may be extended into other districts as needed. The RISC Program was first introduced by Florida's Turnpike Enterprise (FTE) in 2004. District Six adapted its model and launched it in July 2009 along its major limited-access facilities, including Interstates 195, 395, 75 and 95 as well as State Road 826. Since then, the program has helped reduce lane clearance efforts by approximately 122 minutes and total incident clearance efforts by approximately 50 minutes, compared to before program launch.
The RISC Program is an incentive-based program that provides financial compensation for the complete clearance of major traffic events within specified time frames. RISC services are currently provided along five FDOT Districts including FTE.
